Generally, there are two times when you can enroll for benefits: when you first become eligible and during Annual Enrollment.

When first eligible

You must go online to Benefit Express to enroll for benefits within your first 30 days of work.* Coverage will begin on the first day of the month following 30 days of active work, except EAP participation, which is effective on your first day of active work. If you do not enroll within your first 30 days, you will have to wait until the next Annual Enrollment period to elect coverage, unless you experience a qualifying life event. Once you enroll and your coverage is effective, you have until November 30 of each year to take the Cigna Health Assessment and qualify for the lowest premiums.

Annual enrollment

During Annual Enrollment, held in November of each year, you will learn about changes, if any, to your benefits for the upcoming calendar year and have the opportunity to make changes to your benefit elections. Coverage elected during Annual Enrollment is effective on January 1 of the following year. Visit Benefit Express, our online enrollment system, to view and/or change your benefits for the upcoming year (November 1-30 only).


Once you enroll, your elections remain in effect throughout the calendar year. You generally cannot change your benefits during the year, unless you experience a qualifying life event, such as marriage, birth, losing other coverage, etc.

* In some cases (for example, for certain new hires starting work in the summer) your enrollment deadline and benefits effective date may be different from what's listed here. Be sure to comply with the deadlines advised by Employee Benefit Services.

Benefit Express login instructions

Step 1:

Your username is MNPS + first initial of first name + last name + month and day of birth.

Example: If your name is DAVID PUBLIC and your birthdate is February 7, your username is MNPSDPUBLIC0207.

Note: Usernames are not case sensitive.


Step 2:

Your password is last name + last four digits of your SSN.

Example: If your name is DAVID PUBLIC and your SSN is 123456789, then your password would be PUBLIC6789.

Initial login only: Passwords are case sensitive. Your password is all uppercase.

Returning users: Upon initial login, you were prompted to create a unique password. Please login using your created password.


Step 3:

Click on the LOGIN button to log in.
